NOW LANDLORDS ARE TURNING GREEN!

The Legislation

From 1st October 2008 an Energy Efficiency Report and accompanying Energy Performance Certificate (EPC) must be made available free of charge by the Landlord to a prospective tenant at the earliest opportunity, and in any event no later than: 

  • when any written information about the property is provided to a prospective tenant 
  • when a viewing is conducted of the rental property 
  • before entering into a contract to let the property 
This effectively means a landlord - or his agent- cannot advertise, promote or show a property to new prospective tenants after 1st October 2008 without a valid Energy Performance Certificate.
 
The Energy Efficiency Survey will be carried out by an accredited Domestic Energy Assessor who will prepare the report and issue the EPC. Copies have to be lodged with central government (for which the government charge a fee and which will no doubt swell the government’s database of information about every home in the UK).  The good news is that the EPC is valid for ten years from the date of issue.
 
Although it is not mandatory for Landlords to act on the recommendations of the Energy Assessor, the government believe that tenants will take a keener interest in the energy rating of rented homes to achieve lower fuel bills, providing the incentive for Landlords to act upon any recommendations.
